Answer: The bottom hasp is better
The top hasp is the type of thing you get from an iron mongers and will be ok. However, there are a number of reasons it will not be as good as the purpose made hasp by ABUS below:
1. It is highly unlikely it will be made from hardened steel which means someone will be able to cut or angle grid the loop easily.
2. The loop looks like it is only about 10-12mm thick whereas the ABUS one below is approx 15mm.
3. The bolts are not concealed like on the ABUS hasp below. They could be ground down and the whole piece would come away leaving the bolts in place.
4. The hinges are not protected. These are weak points and could be hammers or ground down. The ABUS conceals the top of the hinges with hardened steal.
